It is asking me to review the I.D. State number, but I do not have one on my w-2 paper on box 15. What Do I do?

If you don't have a state ID number, then remove the state abbreviation on that Line 15 of the W2 also.  
That should stop the error message.
If the state abbreviation is in the box, it will require the ID number as well.

Use the federal ID number as a value for Box 15. They are the same.
All this assumes you have some taxable income showing for that state.
