Is the amount I can contribute to a regular IRA without incurring a penalty limited because I receive a pension? How do I determine the allowed amount?

You can only contribute up to the amount of your earned income. The contribution can also be limited if you are working and you are covered under a retirement plan with your employer, in which case your retirement may come into play.
