In order to avoid the penalty for excess HSA contribution, is it sufficient if I submit a refund request by deadline or do I also need to receive the refund by deadline?

You have to be able to document that you made the withdrawal request by midnight tonight (May 17th). If you can, be sure to stick it in your permanent tax file in case anyone ever asks.
