If TurboTax states that my 2020 refund received for state/local tax returns is not taxable, do I remove the amount so that it is not listed as income?

Yes.  Since your 2020 state tax refund is only taxable if you itemized your deductions in 2020, you should not report it as income if you claimed the standard deduction in 2020.
