If my only income is SSA-1099 Benefit, do I need to File a Return? What if I Owe for Prior Years?

If you only have SSA income, then you are not required to file. It is not taxable unless you have a certain amount of other income to add to it. If you owe for prior years, you should get a letter from IRS. If you filed a return and know how much you owe, you can make a payment at any time.
