If my Dad contributes to a Vanguard Roth IRA which he set up for me on my behalf, does it still count towards the Retirement Contribution Savings Credit ?

The money he contributed to your ROTH is a gift to you so it is as if you, yourself, made the contribution.   If otherwise qualified you can then claim that credit.
