If I am on a payment plan-repaying back taxes- will the IRS take the remainder out of this years refund? or will they continue the monthly instalments?

I only owe about 245

The fine print of the installment agreement that you signed says that the IRS will take your refund to pay off your debt even if you are current on your payments. So, yes, if you are getting a refund this year, they will take as much of it as is necessary to pay off your debt.
