I was declared permantly disable... what would i be ducting from my ira early withdrawal?

Nothing can you deduct, unfortunately.  However, if you have not reached age 59.5 by the end of 2018, and you are permanent disable, you don't need to pay an additional10% tax on your early distribution. If you are over 59.5, this is treated as a normal distribution.  You only need to pay taxes your ordinary income tax rate.  No additional tax is imposed.
