I want to enter in a 1099-q form, am I able to do this with the live basic form of turbo tax?

"Live Basic TurboTax" is only suitable for simple returns and does not support Form 1099-Q (see below).

TurboTax Deluxe (online) will support Form 1099-Q entries.
