I transferred my 401k plan from my previous employer to my new employer's plan. Should I have received a 1099r form?

I did not receive one. Is that an issue that I didn't?

Yes, you should receive a 1099-R for the transfer of a 401k to another 401k plan. The distribution 1099-R should have a Box 7 code of G (or H for a Roth). The code makes the distribution not taxable.

Contact the custodian of the original 401k account. Even though the distribution is not taxable, you need to know if a 1099-R was sent to the IRS. If it was, they will be looking for the matching form on your return.
