I received 2 1099R forms. One is for the total amount of my distribution the other is for the distribution without taxes taken out. Do I send in both 1099R s?

Assuming that one is from the fund holder & the other is from your employer... then, Yes, you would enter both 1099-R forms into your tax return. Just make sure you enter them both just "as is".
