I never received a 1099-G, but turbo tax is claiming that I need to pay taxes on my refund from last year. Does this make sense?

If the program transferred in the prior year info that included the state refund info ... if you didn't get the 1099-G in the mail then look on your state's web site since some states require you to download  the form yourself.  And you must report the refund even if you don't get a form.
