You can have any amount that you want to be withheld for tax.
The actual tax on a Traditional IRA distribution is determined when you file your tax return and depends on your marginal tax rate. If you are in the 22% tax bracket, for example, then you probably should have 20% withheld. If under age 59 1/2 and there will be an additional 10% penalty, then probably 30% withholding.
Actually, the amount withheld for federal taxes on a regular distribution from a traditional IRA must either be 0%, 10%, or more than 10%. 10% is the default if you do not specify otherwise.
