I'm a retired PSO with a CalPers retirement plan through my county. Is CalPers an "elegible plan" for the $3,000 health care deduction for my wife's health care plan?

Yes.

According to the California Department of Revenue, CalPers is an eligible plan.  When it is an eligible plan, you can use it as a deduction for health care paid.
