I have two early IRA distributions and turbo is taking out 10% penalty. But I can't find that turbo also took out taxes for the distributions. Where can I find that?

Shouldn't I have to pay a penalty at 10% and taxes which equal 10% for early distributions?  I don't qualify for exceptions.

The taxable amount of the distribution will appear on Form 1040 line 4b.

 

Any federal taxes withheld from the distribution, shown in box 4 of the Form 1099-R, will be credited on Form 1040 line 17 to be applied against the overall tax liability determined on your tax return.
