I filed 2017 return but later received a 1099-R for a 401k rollover to 403b. Non taxable event, turbo says it sees no differences, should I still amend?

Yes, because you need to document the rollover to the IRS.  Otherwise, they will assess taxes due on the 1099-R.

But what is the distribution code in Box 7 of the 1099-R?
