You cannot claim a child on your return without their SSN. You could file your taxes now without the dependent, then when you get their SSN, you can amend your return to add your dependent.

If you child was born in 2020, then there would be no stimulus money for the child.  The IRS is getting information from a 2019 return (or 2018 if no 2019 return was filed).

Did you ever claim the child in a previous year? If so, you can get the SSN from a prior return. If you don't have a copy, you can always get a transcript here. You may have to call 800 829 1040 for an unredacted transcript in the even yours is redacted.
