Only if the advisory fee is not paid from money in your IRA that is not included in the amount reported as having been distributed from your IRA.  If your IRA custodian simply reduced the balance in your IRA by the amount of the fee without including the amount of the fee in box 1 of your Form 1099-R, it is not deductible on your tax return.  It is instead simply part of the investment performance of your IRA's portfolio.
