You will have to report the amount on your SSA-1099 on your tax return. You cannot deduct an amount you believe to be an over-payment. If there is an error on your SSA-1099 then you need to contact the Social Security Administration to have it resolved. If they overpaid you in 2023 and then corrected in by reducing payment in 2024, you can't deduct the amount of the over-payment on your 2023 tax return. You have to report the amount you were paid, which is on your SSA-1099.
