Code 2 "Early distribution exception applies" would be the applicable code for an early distribution of a retirement account that is not penalized because the substantially equal periodic payment rules.

My collect student earned $10,800 in 2023. The MA State return shows they owe taxes. Is this correct? I expected them to be exempt.
