How can I efile without federal identification number for form 1099r?

efile without federal identification number for form 1099r - I have a foreign country pension. The payer is a foreign government entity without US payer's federal identification number. I do not have form 1099R for the foreign government entity. I input the information in Form 1099 R. Turbo Tax generates Form 4852 with my inputs to explain the situation. Without federal identification number in Form 1099 R, TurboTax does not allow me to efile. Is there any way to overcome the problem so that I can still efile my Tax return?

A 1099-R without a valid EIN cannot be e-filed.  Only printed and mailed.
