Health Insurance Premium deduction

I am a State of Michigan retiree who receives a 1099-R. While preparing my taxes, Turbo Tax displayed an amount owed to me, but when Turbo Tax asked "Did the pension administrator take out money from your pension to pay for health insurance?" I selected: "Yes, money was taken out to pay for health insurance." It is an amount on the 1099-R in a box that reads: Health Ins Prem Ded." Why did my refund turn into an amount owed? Insurance premiums are deducted from my retirement checks, so why do I owe the IRS?
