Excess Roth IRA Contribution for 2015, 2016, 2017 and 2018

I have excess IRA contribution for 2015, 2016, 2017 and 2018. I took the gross distribution out of 13,500 in 2020. I got the 1099-R and reported it on the taxes. Its not calculating the Penalty. How do I get turbo tax to calculate the penalty? Thanks for the Help
