Yes, if the payroll deducted contributions were being made to a Roth IRA and not another type of account (such as a Roth 401k), then you would include the contributions in the IRA section of your return.
Both payroll deducted contributions and additional contributions you may make outside of payroll contributions will be subject to the IRA contribution limits imposed on Roth IRAs.
Enter amounts shown in box 12 of your W-2 only in box 12 of TurboTax's W-2 form, nowhere else in TurboTax. In most cases, retirement contributions made through your employer are not Roth IRA contributions.
