Does my 17 year old who is a hostess and makes more than minimum wage have to claim tips that she gets from waitresses?

She has not been tracking them as her employer didn't tell her to.

Of course she does. She is required to report all income, no matter how small. She is required to track all of her income whether her employer does or not.
