No, HSA distributions are not retirement income. They are reported on Forms 1099-SA, not Forms 1099-R.
If you are instead referring to an HSA Funding Distribution from a traditional IRA, that would be reported on Form 1099-R as a regular distribution from a traditional IRA and when entering that form you would need to specify in the questions that follow the amount that you had the IRA custodian transfer to your HSA.
