401k over-contribute $681. I follow T_Tax instruct, withdrew xcess funds & listed $681 in1099-R. Still can't e-file because 1040A line 12b > 18,500 generates errors?
In theory yes, however at the final error check before efile it just acts like a loop, no way to ignore the error and proceed. Will calling customer support to tonight.

It doesn't for me. It asks to run smart check again or [done]. If done, it moves on.

What version of TurboTax are you using - the CD/download version of the online version?

I have the exact same problem. I got the refund, entered the 1099-R, but TurboTax still will not let me file because it says I over-contributed to my 401K. Totally stuck. I have the CD version of Turbo Tax Deluxe 2018, Application: 2018.r20.043, Build Date: Mar 22, 2019 at 8:23:41 PM

What happens if you just click [done] with smart check and move on?
It might repeat the smart check again, but done should then get to the next screen.

It REFUSES to file. You can skip it all the way to filing, but it will NOT e-file.

No. It says "Check this entry... blah blah blah more than allowed for a 401k plan" and then if you click CONTINUE it just starts the error all over again.

This seems to be a new problem, probably caused by the latest update.
I have reported several complaints to the Moderators.
You can call customer support when they open tomorrow.
Here is a TurboTax FAQ for contacting customer support.

Customer service looked over my file, confirmed the proper amount was accounted for in 1099-R that I created (FYI also said to use Code 8 in Box 7, not Code P), therefore OK to reduce 401k contribution listed on W-2 by amount on the 1099-R so that the error is no longer generated.
Said this problem usually does't occur in previous versions, and also that Turbo Tax Premium handles this situation better.

I am having the same problem as reported here. I have the desktop premier version. So their comment that this problem doesn’t happen in the Premier version is total BS!!

If Intuit requires folks to paper file, they should also be refunding our fees...

@glnow2005 - Did you modify your W2 entries and filed the returns?
