I changed financial companies in 2016. Both converted non-traditional IRAs to Roths exceeding the $5500. Same with contributions, exceeded $5500. Current company recharacterized the excess conversion AND redirected the excess contribution from 2016 to 2017, completed in March 2017. I reported the amounts in turbo tax in March 2017. What I did not realize, the amounts would be different because of earnings. I received a 2017 1099-R code R for the recharacterization that does not match the amount I entered in my return last year. I assume I must amend my 2016 return... do I actually enter the form into last year's turbo tax or just change the amount recharacterized to the correct amount? Do I enter this 1099-R form in my 2017 return?
Same for the excess contributions. I entered the amount redirected in last year's return, but because of earnings, it is different than the 2017 1099-R code P1 received. Do I amend last year's return and enter the form or just amend the amount? And do I enter this form in this year's turbo tax? Hope this never happens again!
And lastly, please confirm that my running tax basis is only contributions. I've been maintaining non-traditional contributions, less Roth conversions on an annual basis to determine my new value at the end of year and basis for the following year. I've never dealt with any earnings. Because of the recharacterization (done in March 2017) do I include earnings in the cost basis to start with for 2017?

Note that a code R Form 1099-R reports the amount transferred, not the amount recharacterized. The amount transferred is the amount recharacterized adjusted for any gain or loss. In 2016 TurboTax you probably already correctly entered the amount recharacterized.
There is no need to enter the code R Form 1099-R into 2017 TurboTax. Other than to tell you that the recharacterization should have been reflected on your 2016 tax return, 2017 TurboTax will ignore the code R 2017 Form 1099-R.
