The 2022 Colorado income tax return provided at least $153 for full year residents 18 or older, and some under 18, if they filed by the April 18th tax deadline. Beyond that point, only those who either had a nonzero CO tax, something many Colorado retirees do not have due to the exclusion of much retirement income, or had CO income tax withheld on their W-2 and are entitled to a refund of it. Not something I was aware of until an IRS certified tax program showed zero for someone's Colorado refund yesterday. Sigh.
For seniors, all may not be lost. Those who are 65 or older will still qualify for the Senior Housing Credit if their federal AGI was less than $75,000 and they do not already get a homestead exemption on a residence they might own. That credit is a full $1,000 for AGI of $25,000 or less and tapers down linearly to zero at $75,000.
