Can I change the recipients name on a 1099r form that was not completely downloaded and I entered the payers name rather my name for the recipient?

If I understand you correctly, you want to edit your 1099-R.  Then Yes.  Just be sure the Payer's TIN is correct.

Edit your 1099-R:

1. Open your return.
2. Click on Federal tab.
3. Click on Wages & Income.
4. Scroll down to Retirement Plans and Social Security1099-R, IRAs, 401(k), early withdrawals
5. Click on Revisit next to IRA, 401(k), Pension Plan Withdrawals (1099-R)
6. From Summary infoh page you can edit/add/delete your 1099-R.
