Asking to download 1099-R information. I have no investment income just state retirement. No skip tab. locked up

Need to be able to proceed in the form.  Will not let me continue without downloading the investment income which I have 0.

If you can't import the form, enter it manually. Say that you change the way you enter it, and then that you'll type it in.
