2022 Form 2210: Underpayment of Estimated Tax, Part III Explanation Statement Waiver of Penalty

If you receive an IRS Amount Due bill notice, after filing 2022 Form 1040SR, Form 2210 Underpayment penalties & interest, with amount due, and submitted an Explanation Statement Waiver of Penalty.  How do I know, if IRS even looked at my explanation?  Just assume they did, cause I got bill due notice?  lol  Can't they even acknowledge, they turned down the explanation?
