1099-R has two lines for the same Roth IRA Conversion

My wife converted 100% of a traditional IRA to a Roth IRA in 2023.  The corresponding 1099-R we received has two lines with two separate amounts for the same conversion.  The first line contains the federal and state taxes we had withheld and the second line contains the amount that was actually coverted.  TurboTax seems to only let me enter them like I received two 1099-Rs which we didn't.  I am not sure how to account for these two lines in TurboTax when it was only one conversion

1099-R has two lines for the same Roth IRA Conversion

Treat each line as a separate Form 1099-R that must be entered separately.  The amount withheld for taxes was an amount not converted unless other funds were substituted to indirectly convert this portion.
