Where is the rest of my stimulus payment!!!!!

According to the IRS, and there own website at:

https://www.irs.gov/coronavirus/second-eip-faqs 

Which was updated on January 5th 2021.

No state or federal or arrears support obligations are allowed to be taken from this second stimulus payment.

If you have withheld anything from my payment you owe me the other half of my stimulus payment.  Was expecting $1800, only received $900.

Please advise.
