TT tax update why

I did my return last week and I have my cousin using my laptop using a second account to prepare his return.  Why is TT asking for update all the times as million of people have already submitted their return when he first started. I told him to skip the update and he was able to finish his return. But when he was submitting, he got this Failed Validation.  What the hell is TT wants?  What the fxxx they want?  

I may have to switch to HR Block next year>
