Is a Hazardous Materials Emergency Responder considered Employed as a Public Safety Officer

I retired after 30 years as the lead emergency responder for chemical, radiological and biohazardous incidents. This is a retirement under a Public Employees Retirement Plan as a State employee. Depending on the size, hazard or location, I might be summoned by the police or fire department, or I could be the first responder dispatched and end up supervising or directing the police and fire department operations. I was not a member of the Police Department or Fire Department. Would I be considered Employed as a Public Safety Officer?
