I have 2 disabled adult sons who receive SSI and I claimed them as dependents on my 2019 tax return making them ineligible for the stimulus checks. I just mailed in amended 2019 tax returns to remove them as dependents as it did not affect my taxes. Do I need to wait at least 16 weeks for the amended returns to be processed before I apply for them to get the stimulus checks or can I do it now as they won't be claimed as dependents for 2020?

There is no application for the Economic Impact Payments. It is automatic for all taxpayers who qualify. If you need to provide their bank information for payment, you can attempt to do so here: IRS Where's my Payment.
You will not be able to enter payment information until the IRS determines that the information they have on file is not sufficient or has failed, and the application is ready to accept that information.
The application is updated no more than once daily, typically in the overnight hours.
Amended returns are filed by mail and typically take up to 16 weeks to process. However, processing times right now are significantly delayed due to reductions in staff.
It is not known if, upon processing, an advance payment will be sent.
Any taxpayer whose advance payment received is less than the full payment for which he or she is entitled, will be eligible to claim the difference as a credit on the 2020 tax return filed in 2021.
