In military, paying state taxes, why arent I getting a refund from state?

Can you please tell me which State you are working on? What State is your home of record/ state of legal residence?

I'm in South Carolina but my home of record is in utah

Your military pay is taxable in Utah, as you can read in the following link from Utah’s website: Pub 57, Military Personnel Instructions. If you didn't have more withheld during the year than the tax due then you will not be able to get a refund.
