If you are an active duty service member stationed in California but your military state of record is Kentucky, Kentucky has a claim on your income and you file a Kentucky resident tax return.

However, if you're an active duty service member and also work a nonmilitary/civilian job or are freelancing, you'll probably have to file taxes as a nonresident in California, the state you are physically working in.
