do not
have to file a DC tax return! For most
other states, what you are stating is correct, as shared in the following

Normally, your civilian pay would be taxed in your “non-resident” state (not state of
record). But DC has different rules. See the following link for the 2016
D-40 and D-40EZ Booklet, page 5 You
do not need to file a 2016 DC Individual Income tax return if: (The second bullet point reads:)
You were not
considered a resident of DC during 2016.
Unless your state of record with the military is DC,
therefore, you do not need to file a DC return because you are not a DC
resident.
