I'm active duty military, but I have non-military income that should be taxed in the state in which I am stationed (Washington, DC).
However, TurboTax isn't showing any tax liability for Washington, DC, even though I had no DC taxes withheld from my DC non-military job. My non-military income amounts to roughly 20k in 2016.

No, you actually do not have to file a DC tax return! For most other states, what you are stating is correct, as shared in the following FAQ: https://ttlc.intuit.com/replies/3300253
Normally, your civilian pay would be taxed in your “non-resident” state (not state of record). But DC has different rules. See the following link for the 2016 D-40 and D-40EZ Booklet, page 5 You do not need to file a 2016 DC Individual Income tax return if: (The second bullet point reads:) You were not considered a resident of DC during 2016. Unless your state of record with the military is DC, therefore, you do not need to file a DC return because you are not a DC resident.
