If you're an active duty servicemember stationed in VA on PCS orders, and your SLR is Guam, and your only income in VA was your military pay, then in the MyInfo section of TurboTax enter your State of Residence as "Foreign or US Possession" and answer NO to the questions about living in another state or having income from another state.

See this previous TT answer for important instructions on filing a Guam tax return:

Do i have to file state taxes if my slr is guam (intuit.com)

You can file your Guam tax return online here (note that you must register for an account if you don't have one currently):  https://www.myguamtax.com/login.jsp
