If you deducted the property taxes on Schedule E in 2022, you would reduce 2023 property tax on Schedule E. For example, if your 2022 property tax was $19,000, and your 2023 property tax was $10,000, you would reduce that property tax expense on Schedule E to $1,000 for 2023. If the refund was more than the tax in 2023 show it as a Negative. You could also report it as rental income.
