I am a Non-Resident with a rental in Colorado. My Federal has a negative of -18K. Is this the number I put into the Colorado State Tax form in Turbo Tax?
If the negative number is what I use and then have no tax in Colorado do I have to file a return in tat state?

No, you do not need to file a Colorado state return as you have no Colorado income.
From Colorado:
A nonresident is an individual who was not a Colorado resident at any time during the tax year. However, the person may have temporarily lived and/or worked in Colorado. A nonresident is required to file a Colorado income tax return if they:
? are required to file a federal income tax return, and
? had taxable Colorado-source income.
