What are sufficient grounds to declare repainting a rental unit as a Capital Improvement?

It is stated that if repainting is done as part of a larger project, then it can be considered a Capital Improvement.

 

I recently performed a 1st time unit turn on the bottom floor apartment of my rental property. The work included:

  • Replacing the prior owner's carpet throughout the entire unit
  • Replacing the refrigerator
  • Replacing the roof, as the leaks were disproportionately impacting the bottom unit

I also did some additional non-improvement work such as cleaning, new locks, fumigation, etc.

 

Is this sufficient grounds to declare the repainting of the entire unit as a Capital Improvement?
