What state did you live in during 2019?  Are you asking about renters credit?

We are full residents of New York State and yes I’m talking about renters credit.

To claim your New York State renters credit "...Complete Form IT-214, Claim for Real Property Tax Credit for Homeowners and Renters, and submit it with your New York State personal income tax return, Form IT-201. If you don’t have to file a New York return, but you qualify for this credit, just complete and file Form IT-214 to claim a refund of the credit. Only one credit is allowed per household...".  Ref: Instructions for Form IT-214 Claim for Real Property Tax Credit for Homeowners and Renters
