A bank I own stock paid it's first dividend. I haven't received any forms from the bank yet. Am I supposed to receive a form, as 1099? Where do I enter this on my tax return?

Yes, you are supposed to receive a Form 1099-DIV reporting your dividends. The due date for furnishing statements to recipients for Forms 1099-DIV is February 18, 2020.
