All of my 1099-DIV forms show dividends paid in 1a Total ordinary and 1b Qualified. My total income was less than $56000 married filing jointly. Why were the dividends listed on line 3a and 3b of form 1040 SR taxed as ordinary income?

They weren't. in your tax package there is a "Qual div/Cap gn" worksheet where the special rate is applied to the qualified dividends.
