I tried to last year to get rent rebate but then covid everything closed time passed here the form sits no help its a new year another rent

I tried to appointment hard to find free help & I don't know how to do myself & minimum opening days but finally appointment then civic hit everything closed ruined my chances so I lost that opportunity I was qualified for last year & have the forms still now its a new year' what do I do???
