I sold some fully vest stock in 2019 that I didn't include the 1099-DIV info with my 2019 taxes. can I just add it to my 2020 filing, its only $41.30?

or do I need to amend my 2019 filing for this?

You can not add it to your 2020 tax return.  You can file an amended return, or you can wait for the IRS to catch the omission and send you a letter of proposed adjustment to your 2019 return, along with a bill for any tax, penalty, and interest owed.  The later is what I would do, but if you want to amend:
